Manager, Signal & Communications

Rio Grande Pacific Technology is seeking a Manager, Signal & Communications to serve as a senior technical and operational leader for signal and communications systems across the rail network. This role oversees daily safe, compliant, and efficient operation, maintenance, testing, and performance of critical railroad systems in an FRA-regulated commuter and freight rail environment.

• Oversee day-to-day operations of all signal and communications systems. • Manage maintenance, repair, inspection, testing, and performance of ABS, CTC, Alstom ElectroLogIXS, E-ATC PTC, EC5/EC6 coded track circuits, grade crossing warning systems, wayside signal systems, cab signal systems, and communications infrastructure. • Oversee analog and digital communications, cellular routers, modems, private cellular networks, fiber optic networks, LANs, and SCADA systems. • Ensure compliance with applicable FRA regulations, including 49 CFR Part 234 and 236 and other safety-critical requirements. • Develop, implement, and manage inspection, testing, cutover, and maintenance procedures. • Identify failure trends, track inspections, maintain records, and audit maintenance activities. • Lead and mentor staff, ensuring subordinates are trained, compliant, and following procedures. • Provide daily reporting, documentation, and oversight of human resources and maintenance processes. • Collaborate with executive leadership, contractors, and consultants to support system performance and improvements. • Maintain availability 24/7 for operational, maintenance, and emergency response needs.

• Minimum 10 years of comparable experience with FRA-regulated commuter and freight rail systems. • At least 10 years of railroad systems experience combining signal and communication system design, engineering, construction, maintenance, and testing. • Minimum 4 years in a supervisory or managerial role overseeing rail systems maintenance or operations. • Demonstrated managerial, leadership, and executive-level skills. • Must be available 24 hours per day, seven days a week. • Minimum 5 years of signal systems experience with ABS, CTC, vital microprocessor interlockings, E-ATC PTC, EC5/EC6 coded track circuits, and grade crossing warning systems. • Experience with analog and digital telecommunications, cellular routers, modems, private cellular networks, LANs, SCADA systems, and fiber optic communications infrastructure. • Strong working knowledge of regulatory requirements for wayside, cab, communications, and grade crossing systems. • Ability to develop and enforce inspection, testing, cutover, and maintenance procedures. • Ability to train, direct, and assess subordinate personnel.
