Job Summary
Rio Grande Pacific Transit Group is seeking an experienced Manager, Maintenance of Way to oversee the day-to-day operations and long-term performance of an FRA-regulated commuter rail system. This leader is responsible for safe, reliable, and efficient maintenance of way functions across the right-of-way, including track, bridges, culverts, drainage systems, workforce planning, maintenance planning, and system reporting.
Responsibilities
• Direct day-to-day maintenance of way operations and ensure safe, timely, and high-quality performance.
• Oversee services performed under the project contract and ensure compliance with FRA regulations and company standards.
• Lead system reporting, maintenance planning, process management, personnel oversight, staffing, training, and performance.
• Maintain responsibility for employee relations and HR-related matters tied to MOW operations.
• Maintain availability 24 hours per day, seven days a week.
• Manage installation, maintenance, repair, and restoration of track, bridges, culverts, and drainage systems.
• Lead work involving jointed rail and continuously welded rail, including cutting, welding, and grinding rail, frogs, and switch points.
• Oversee grade crossing replacement, rail defect correction, and rerailing of derailed trains.
• Direct inspection and maintenance of open-deck and ballasted-deck bridges.
• Ensure accurate inspection, measurement, and documentation of track conditions.
• Read and interpret strip charts and assign proper remedial actions for rail and track defects.
• Ensure inspection and maintenance activities meet FRA standards.
Requirements
• Minimum 10 years of comparable experience in maintenance of way leadership on an FRA-regulated commuter and freight rail system.
• Minimum 7 years of experience managing MOW crews.
• Proven executive, leadership, and managerial capabilities.
• Demonstrated experience installing, maintaining, and restoring track, bridges, and drainage systems.
• Advanced technical proficiency in track measurement, track geometry, and defect remediation.
• Ability to use standard track measurement tools including track level board, measuring tape, track gauge, and 31-foot and 62-foot chord measurements.
• Ability to measure profile, cross level, warp, and runoff.
• Ability to string-line curves and calculate permissible speeds using the Vmax formula.
• Ability to interpret strip charts, identify defects, and assign corrective actions.
• Experience with rerailing operations and rail defect correction.
• Qualified bridge inspector or ability to provide qualified bridge inspection personnel.
